Purpose and Scope of Project:
The Macon Municipal Utilities is soliciting a statement of qualifications from experienced professionals and firms for the purpose of conducting a detailed rate study for the Electricity, Water and Wastewater Departments for the City of Macon. Rate Study will include the following topics:
- current rate structure
- cost of service
- current debt and debt service
- current and future needs
- current and future operational needs
- reserve and replacement funds adequacy
- staffing
- equipment needs
- challenges and opportunities and related impacts
- Inflation
Selection Process:
The firm will be selected based on their demonstration of experience in the following major categories, including but not limited to:
1. The specialized experience and technical competence of the firm with respect to the type of services required (20 points).
2. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project (20 points).
3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules (20 points).
4. The firm’s proximity to and familiarity with the area in which the project is located (20 points).
5. The firm’s professional experience in public utility rate analysis (20 points).
Submission Requirements:
The following requirements must be met by each respondent to be eligible for consideration under this request for qualifications. Submissions that fail to meet the standards as listed below will be automatically disqualified.
- Demonstrated municipal support services to clients in Missouri
- Specific and recent experiences working with a city of 5,000 population
- Experienced full-time staff already employed by the firm that would be available to provide the services described above in a reasonable time frame
- Project examples and references in Missouri for utility rate studies
Selected candidates will likely be required to present findings and recommendations to the Board of Public Works and City Council during public meetings.
The above information should be clearly marked with the firm’s name and “MMU RFQ Rate Study 2027” and submitted no later than 12:00 PM Thursday December 17, 2026, to the attention of: MMU General Manager at P.O. Box 569, Macon, MO 63552. Digital versions of the SOQ are encouraged. If hard copies of an SOQ are to be provided, please provide at least four (4) along with the digital version. Selection Process: Once the Utility selects the most qualified firms based on the above qualification evaluation, in person interviews may be conducted to identify the most qualified firm, with whom an engineering agreement will be negotiated. The engineering agreement may include services other than rate study and related tasks.
